Handle Incoming Proposals
Review incoming proposals to compare how lobbying firms would approach and price the work described in your opportunity.
A proposal is a lobbying firm’s formal response to your opportunity. It identifies the firm and lead lobbyist, presents the proposed cost and billing schedule, and may include a description or supporting PDF.
Find submitted proposals
- Select Opportunities from the left navigation.
- Open the opportunity you want to review.
- Scroll to Submitted Proposals.
- Select a proposal card to review the complete response.
Each card summarizes the lead lobbyist, firm, service dates, billing schedule, projected cost, and proposal status. New Bid means the proposal is ready for your review.
Review the proposal
The proposal window shows the terms you are being asked to approve. Review:
- The lead lobbyist and lobbying firm
- Issue-area tags and service period
- The proposed total and billing schedule
- Any description provided by the firm
- Any attached proposal documents
Choose how to respond
Dismiss
Close the proposal window without making a decision. The proposal remains available for later review.
Reject
Decline the proposal. This ends negotiation on that proposal, but your opportunity remains open unless it is closed separately or another proposal is accepted.
Counter Proposal
Suggest different pricing or billing terms. Civalta sends your counter to the lobbying firm for its response. This option is available while the opportunity is public.
Accept
Approve the current terms. Accepting the proposal creates an engagement, closes and archives the opportunity, and rejects any other open proposals for that opportunity.
Send a counterproposal
- Select Counter Proposal.
- Choose Monthly or Upfront billing.
- Enter your proposed total for the full service period.
- Optionally add a short description and a supporting PDF.
- Select Send Counter.
The service period comes from the opportunity and cannot be changed in this form. After you send the counter, the proposal shows Counter Sent while you wait for the lobbying firm. You can edit your counter until the firm responds.
Review before accepting. Make sure the latest price, billing schedule, service dates, description, and attachments match what you agreed to. Acceptance closes the opportunity and ends negotiations on its other proposals.
What happens after acceptance
The accepted proposal is marked Accepted, and the opportunity is marked Closed. Civalta also creates an engagement for your organization and the lobbying firm. Engagements are covered in a separate Help Center article.
Troubleshooting
I do not see any submitted proposals.
The opportunity may not have received a proposal yet. Confirm that you opened the correct opportunity and that it is visible to lobbying firms.
Counter Proposal is unavailable.
You can counter when it is your turn to respond and the opportunity is public. If you already sent a counter, wait for the lobbying firm to respond or select Edit Counter.
