Invite Lobbyists to Opportunities

Invite selected lobbyists directly from an opportunity when you want specific professionals or firms to review the RFP and submit a proposal. Invitations are available for both Public and Private opportunities.

This article is for client accounts. Your opportunity must be published as Public or Private. Draft opportunities cannot send invitations.

Before you begin

Open the specific opportunity you want to share.
Confirm the opportunity is Public or Private and has not been awarded or closed.
Have the lobbyist names or jurisdictions ready.

Open the invitation list

In Civalta, select Opportunities.
Open the opportunity you want to share.
Select Invite Lobbyists. If you have already sent an invitation, open the three-dot menu, choose View Invites, and then select Invite More.

Public opportunities: All verified lobbyists can discover the opportunity. An invitation sends a direct notification to the selected lobbyist.

Private opportunities: Only invited lobbyists can discover, view, and respond to the opportunity.

From the opportunity details page, choose Invite Lobbyists. If invitations have already been sent, open the menu and choose View Invites to manage them or invite more lobbyists.

Search for and select lobbyists

Search by lobbyist name.
Use the Jurisdictions filter to focus the list. The filter initially matches the opportunity's jurisdictions.
Select one or more lobbyists. The selected count appears at the bottom of the dialog.
Review your selection and choose Send Invites.

Each invitation is sent to the selected lobbyist and their associated firm. A lobbyist with an active invitation cannot be selected again.

Use Search and Jurisdictions to narrow the list, select one or more lobbyists, review the selected count, and then choose Send Invites.

View or manage invitations

Open the opportunity.
Open the three-dot menu and choose View Invites.
Review active invitations and the dates they were sent.
Select Invite More to add lobbyists.
Select Retract to withdraw an active invitation.

View all active invitations in one place. From this window, invite additional lobbyists or choose Retract to withdraw an invitation.

What happens next

The invited lobbyist receives a Civalta notification and can open the opportunity and submit a proposal.
A Public opportunity remains visible to all verified lobbyists.
A Private opportunity remains available only to invited lobbyists.
Submitted proposals appear in the opportunity's Submitted Proposals section.
After a lobbyist submits a proposal, the page moves into the proposal workflow and the Invite Lobbyists action is no longer displayed.

Private opportunity access: Retracting an invitation removes the access granted through that invitation. Public opportunities remain discoverable to verified lobbyists.

Troubleshooting

Invite Lobbyists is unavailable

Confirm that the opportunity is published as Public or Private, has not been awarded or closed, does not already have a submitted proposal, and that you have permission to manage it.

You can't find a lobbyist

Broaden the name search, change the Jurisdictions filter, or load more results.

A lobbyist can't be selected

They may already have an active invitation. Open View Invites to confirm.

You need to withdraw an invitation

Open View Invites and select Retract next to the lobbyist.
